QuantumLock — licensing and quantum-safe cryptography for the quantum OS

QuantumLock is the licensing, trust and verification layer that sits beside QCOS, the operating system for quantum computers. It answers a different question from QCOS: not where does this circuit run, but is this deployment entitled to run it, and can the result be proven.

What QuantumLock covers

Entitlements	Decides which QCOS features and execution modes a workspace may use
Quantum-safe cryptography	Post-quantum and hybrid signatures, key management and PKI
Evidence and trust	Signs the artifacts that make a quantum job auditable
Controlled delivery	Protects commercial artifacts and their distribution channels

How it relates to the quantum OS

QCOS checks a QuantumLock entitlement before it will run a paid workload — this is what separates free local simulation from hybrid-cloud execution on a real QPU. The boundary is described in open-core local mode vs hybrid cloud.
